In PA can I pull a 7x16 two axel, 7000 gvrw trailer when I first get my licence? - how do i licence a trailer

I am 16 and turning a 1500 Chevy Silvedo on a trailer behind GVRW 7000 draw. The first time when I have my license, I can get my trailer and I have to wait until I am 18 years or what? Thanks for the answers!
